<title>U.S. tweens active, unmonitored on socia</title>

<![CDATA[ By Gianna Palmer<p></p><p> NEW YORK (Reuters) - Most U.S. tweens, 10- to 12-year-olds, have at least one social media account and many go online without any supervision from their parents, according to a survey released on Tuesday.</p><p> Facebook is the most popular platform among tweens. Although the site says users must be at least 13 years old to log on, 85 percent of tweens said they have an account and a similar number admit they use it every day.</p><p> "Younger and younger kids are going out there really unsupervised," said Michelle Dennedy of the online security company McAfee, which commissioned the poll of 1,173 young people aged 10 to 23 years old and 1,301 parents.</p><p> The threats to children of unsupervised use of the Internet are well known and range from identity theft, cyberbullying and sharing photos and videos to pornography and sexual predators.</p><p> But despite the dangers, 82 percent of preteens say they think social media sites are very safe, or somewhat safe, and 79 percent of parents agree.</p><p> Nearly half of youngsters also report sharing personal information online such as their email address, and 28 percent have revealed the school they attend.</p><p> Many parents are also unaware of the time their children spend online. The poll showed 52 percent of youngsters spending five or more hours a day online but most parents think they spend only one to two hours.</p><p> Dennedy said many parents are overwhelmed by the onslaught of technology available to their children and feel like they can't keep up with their tech-savvy children.</p><p> More than 80 percent of the parents of preteens say they don't have the time or energy to keep up with everything their children do online. Only 9 percent say they know how to find out what their children are doing online.</p><p> Children are also skilled in hiding their online activity from their parents. <title>Astros draft Stanford pitcher Mark Appel</title>

<![CDATA[ SECAUCUS, N.J. (AP)  This time, the Houston Astros couldn't resist drafting Mark Appel with the No. 1 pick.<p></p><p>Houston selected the hard-throwing Stanford pitcher with the top choice in the Major League Baseball draft Thursday night, a year after passing on the hometown kid and instead choosing 17-year-old shortstop Carlos Correa from Puerto Rico.</p><p>"I talked to him and told him: 'Welcome home,'" Astros general manager Jeff Luhnow said. "It's a kid's dream to go first in the country, first in the draft and to be taken by your hometown team. It just doesn't get any better than that. It's also really a great opportunity for us."</p><p>Appel, who grew up in Houston before moving to California when he was 12, slid to Pittsburgh at No. 8 last year but turned down a $3.8 million offer and returned to Stanford for his senior season. The move paid off.</p><p>After going 10-4 with a 2.12 ERA and 130 strikeouts in 106 1-3 innings this season for the Cardinal, the 6-foot-4, 195-pound Appel is expected to fetch about double the amount he passed up from the Pirates.</p><p>"I don't think I necessarily had an end goal in mind when I turned down the Pirates' offer," said Appel, who complements his mid-90s (mph) fastball with a nasty slider and improving changeup. "My goals were to finish my degree and become a better baseball player and better person and better teammate. As far as that goes, I think I accomplished those things.</p><p>"No matter what happened in the draft, I knew I had done everything that was in my control to put myself in the best situation possible."</p><p>The deadline for teams to sign draft picks is July 12, but that doesn't apply to Appel because he is a college senior.</p><p>"I'm very confident that Mark Appel is going to put on an Astros uniform," Luhnow said. "He's from here. He wants to play here. He's been selected first in the draft. All the indicators are pointing in the same direction, so I assume it will be a fairly straightforward discussion and that he'll sign sometime this summer."</p><p>The draft, which is held over three days and 40 rounds, started Thursday night with the first two rounds at MLB Network Studios. Nine prospects attended and sat in a makeshift dugout as they waited for their names to be called by Commissioner Bud Selig in an event that has grown dramatically over the last few years.</p><p>"It really is terrific," Selig said. "This is what we had in mind. I love this night. ... This is the way you build a baseball team. It was true when Branch Rickey said it many, many years ago ... and it's just as true today."</p><p>It was the second straight season that the first pick was uncertain going into the draft, with Oklahoma right-hander Jonathan Gray and a pair of college third basemen  North Carolina's Colin Moran and San Diego's Kris Bryant  thought to be in the mix for Houston. It was the fourth time the Astros had the No. 1 pick, and they joined Tampa Bay (2007-08) and Washington (2009-10) as teams to have the top selection in consecutive years.</p><p>The draft order is determined by reverse finish  worst to best  in the overall standings from last season.</p><p>With the No. 2 pick, the Chicago Cubs selected Bryant, who led Division I college players with 31 home runs this season. The 6-foot-5, 210-pound junior is a Golden Spikes finalist and Collegiate Baseball magazine's national player of year.</p><p>Gray went third overall to the Colorado Rockies. The 6-foot-4, 245-pound flamethrower helped pitched the Sooners into the super regionals of the NCAA tournament, going 10-2 with a 1.59 ERA and 138 strikeouts in 119 innings.</p><p>Colorado apparently was not scared off by published reports that cited unidentified sources who said Gray tested positive for the medication Adderall during baseball's predraft drug testing program.</p><p>"I'm not going to talk about that right now," Gray said. "There will be a time for that. Right now, I'm just happy to be selected by the Rockies."</p><p>The first high school player picked was pitcher Kohl Stewart, who went to the Minnesota Twins at No. 4. A right-hander from Tomball, Texas, Stewart has signed to play baseball and football at Texas A&amp;M  where he would likely be a backup to Heisman Trophy winner Johnny Manziel at quarterback.</p><p>The Cleveland Indians followed by grabbing Clint Frazier, a high school outfielder from Georgia who was in the studio to hear his name called by Selig.</p><p>"I've had a lot of people tell me I'm going to be a fan favorite because of my red hair," Frazier said. "People put me on a pedestal, like no one else has red hair."</p><p>Of the draft prospects in attendance, Frazier was the first to be selected. The second came when the New York Mets chose sweet-swinging California high school first baseman Dominic Smith at No. 11.</p><p>Five picks later, Philadelphia took Smith's close buddy, California high school shortstop J.P. Crawford  cousin of Dodgers outfielder Carl Crawford  who was also at MLB Network Studios. The two hugged, with Smith in a Mets jersey and Crawford wearing a rival Phillies jersey in a neat scene that also might have made some New York and Philadelphia fans squirm.</p><p>Crawford acknowledged that he could be the future replacement for All-Star shortstop Jimmy Rollins.</p><p>"Hopefully I can learn something from him," Crawford said, "and someday take his place."</p><p>North Carolina third baseman Colin Moran, the nephew of former big league All-Star B.J. Surhoff  the No. 1 overall pick in 1985 by Milwaukee  went sixth overall to the Miami Marlins. Moran was the ACC player of the year and led the offense for the NCAA tournament's No. 1 overall seed.</p><p>"It's exciting to take the next step in my career," Moran said, "but obviously there is business to take care of this weekend."</p><p>Boston, picking as high as seventh for the first time since drafting Trot Nixon in the same spot in 1993, took Indiana high school lefty Trey Ball.</p><p>Stephen F. Austin slugging shortstop Hunter Dozier was the No. 8 overall pick by the Kansas City Royals, who surprised some by taking a player expected to go much later in the opening or second round.</p><p>"We followed him all throughout the year," Royals scouting director Lonnie Goldberg said. "As we got in the room and put things together, he became our favorite player."</p><p>Pittsburgh, with the No. 9 pick it got as compensation for not signing Appel last year, selected Georgia high school outfielder Austin Meadows. He grew up playing travel ball with Frazier, but the two went to different high schools a few miles apart in the same town of Loganville.</p><p>"He's one of my best friends and we've been through this process together since we were like 9 years old," Frazier said. <title>Dow ends at record as central banks reas</title>

<![CDATA[ By Chuck Mikolajczak<p></p><p> NEW YORK (Reuters) - Stocks rose on Tuesday, with the Dow closing at yet another record high, in the wake of Wall Street's first three-day losing streak of the year, after central banks reassured investors that they will keep policies designed to foster global growth.</p><p> Consumer confidence was the strongest in May in over five years, while home prices accelerated in March by the most in nearly seven years. The reports showed the U.S. economy's resilience despite the pinch of belt-tightening from automatic cuts in federal spending.</p><p> Equity investors have been very attuned to monetary policy, with the major U.S. stock indexes last week posting their first negative week since mid-April on lingering concerns that the Federal Reserve may scale back its stimulus measures sooner than expected.</p><p> Those concerns were eased after the Bank of Japan and the European Central Bank reaffirmed that their accommodative policies would remain in place, helping indexes recover from last week's decline.</p><p> On Monday, when U.S. markets were closed for the Memorial Day holiday, ECB Executive Board member Joerg Asmussen said the policy would stay as long as necessary. On Tuesday, BOJ board member Ryuzo Miyao said it was vital to keep long- and short-term interest rates stable.</p><p> But even with the reassurance, speculation persisted that a tapering of the Fed's bond-buying plan could be on the horizon, sending U.S. Treasury debt yields to their highest levels in over a year and pulling equities back from their session highs.</p><p> "It doesn't seem that we are in the environment that produces a 35 percent-plus year at this point," said Bryan Novak, director of trading at Astor Asset Management in Chicago.</p><p> "So you have rates starting to jump up at the same point as you have a little bit of concern over some other economic activity at the same time. It makes for a little bit of uneasiness."</p><p> Monetary stimulus has contributed to Wall Street's gains this year, with the S&amp;P 500 up nearly 17 percent. Analysts have also cited earnings growth and relatively cheap valuations as reasons that investors have used any decline as a buying opportunity, helping drive both the Dow and the S&amp;P 500 to a series of record highs.</p><p> Cyclical sectors, closely tied to the pace of economic growth, are likely to advance on any sign of continued supportive policies. Bank of Americarose 0.8 percent to $13.35 while Citigroup Incgained 2.5 percent at $51.79. The KBW Bank indexadvanced 1.3 percent.</p><p> The Dow Jones industrial averagegained 106.29 points, or 0.69 percent, to a record 15,409.39 at the close. The Standard &amp; Poor's 500 Indexadded 10.46 points, or 0.63 percent, to finish at 1,660.06. The Nasdaq Composite Indexrose 29.74 points, or 0.86 percent, to end at 3,488.89.</p><p> Luxury retailer Tiffany &amp; Coreported adjusted earnings and sales that beat expectations, pushing its stock up 4 percent to $79.22. Tiffany was one of the S&amp;P 500's best performers.</p><p> Discount brokers such as E*Trade Financial Corpand Charles Schwab Corp , which are sensitive to interest rates, advanced as U.S. Treasuries yields climbed to their highest levels in over a year. Shares of E*Trade rose 4 percent to $11.76 and Charles Schwab climbed 3.2 percent to $19.77.</p><p> The price of Omthera Pharmaceuticalsshares nearly doubled to $13.51 after AstraZenecaagreed to buy the company for $443 million. <title>S.African shares ride higher on global r</title>

<![CDATA[ (Reuters) - South African stocks extended their gains to a third trading day on Tuesday, led by coal producer Exarro and petrochemicals group Sasol, as policy support from Japanese and European central banks drove world shares higher.<p></p><p> The global rush to stocks propelled Johannesburg's key indices over one percent higher to within easy reach of recently-scaled peaks despite the release of data on Tuesday showing growth in Africa's largest economy had slowed to a snail's pace, sending the rand to four-year lows.</p><p> South Africa's economic growth braked to 0.9 percent quarter-on-quarter in the first quarter of 2013 from 2.1 percent in Q4 2012 as manufacturing output shrunk.</p><p> The benchmark Top-40 index climbed 1.44 percent to close at 37,445.94, while the broader All-Share index rose 1.3 percent to 41,971.17.</p><p> The rand's fall, with a few exceptions such as Exxaro, failed to light much of a fire under mining shares - they benefit from a weaker exchange rate because they earn dollars - with the mining index underperforming and only adding around 0.50 percent.</p><p> This underscored investor concerns about labour unrest in the sector and weak commodity prices.</p><p> With few positive domestic factors - mounting labour unrest, slow growth and accelerating inflation - and technical indicators suggesting the main stock indices are near overbought levels, only global hopes for monetary easing and the weak rand are lifting South African shares at the moment.</p><p> "People are buying on the idea of the weak rand. But manufacturing is weak so there are no fundamentals there to support this," said Christie Viljoen, an economist at NKC Independent Economists.</p><p> The hope is that the weak rand lifts exports.</p><p> The global stock surge lifted oil prices and helped Sasol gain 2.5 percent to 448.50 rand. Exxaro, which produces coal, added over 5.5 percent on global economic stimulus hopes which should spur demand for its product.</p><p> Africa's biggest packaging company Nampak Ltd bucked the trend, falling almost 13 percent to 32.53 rand, its biggest percentage daily decline in more than five years.</p><p> Nampak's poor performance resulted from a failure to grow its profits, after the company cut prices to secure long-term contracts in its home market.</p><p> An average of 203 million shares changed hands, according to preliminary bourse statistics. Indeed, insurers did pay out some $33 billion in climate-related damages last year in the U.S. alone.<p></p><p></p><p></p> But it turns out that bearing the brunt of climate change costs is you, the taxpayer.<p></p><p></p><p></p> A new analysis by the Natural Resources Defense Council, the NRDC, finds that the federal government spent three times more than the private insurance industry on climate change impacts last year. <title>Obama to push for transparency in face o</title>
<description>
<![CDATA[ WASHINGTON (AP)  Amid lingering concerns about his national security policies, President Barack Obama is outlining measures to clarify the deadly use of drones against terror suspects, make good on a pledge to close the controversial prison at Guantanamo Bay and warn Americans about dire threats they continue to face  even from fellow citizens.<p></p><p>On the eve of a speech Thursday at the National Defense University, the Obama administration revealed for the first time that a fourth American citizen had been killed in secretive drone strikes abroad. The killings of three other Americans in counterterror operations since 2009 were known before a letter from Attorney General Eric Holder to Senate Judiciary Committee Chairman Patrick Leahy acknowledged the four deaths.</p><p>Obama's speech is expected to reaffirm his national security priorities  from homegrown terrorists to killer drones to the enemy combatants held at the military-run detention center at Guantanamo Bay, Cuba  but make no new sweeping policy announcements. The White House has offered few clues on how the president will address questions that have dogged his administration for years and, critics say, given foreign allies mixed signals about U.S. intentions in some of the world's most volatile areas.</p><p>Obama will try to refocus an increasingly apathetic public on security issues as his administration grapples with a series of unrelated controversies stemming from the attack on a U.S. compound in Benghazi, Libya, the IRS' targeting of conservative groups and government monitoring of reporters. His message will also be carefully analyzed by an international audience that has had to adapt to what counterterror expert Peter Singer described as the administration's disjointed and often short-sighted security policies.</p><p>"He is really wresting with a broader task, which is laying out an overdue case for regularizing our counterterrorism strategy itself," said Singer, director of the Brookings Institution's 21st Century Security and Intelligence Center in Washington. "It's both a task in terms of being a communicator, and a task in term of being a decider."</p><p>The White House said Obama's speech coincides with the signing of new "presidential policy guidance" on when the U.S. can use drone strikes, though it was unclear what that guidance entailed and whether Obama would outline its specifics in his remarks.</p><p>Chief among the topics the speech will focus on, officials said, is the administration's expanded use of unmanned spy drones to kill hundreds of people in Pakistan, Yemen and other places where terrorists have taken refuge.</p><p>Obama has pledged to be more open with the public about the scope of the drone strikes. But a growing number of lawmakers in Congress are seeking to limit U.S. authorities that support the deadly drone strikes, which have targeted a wider range of threats than initially anticipated.</p><p>The president is expected to talk generally about the need for greater transparency in the drone strikes and may allude to the desire to give greater responsibility for those operations to the military. But he is likely to tread carefully on an issue that involves classified CIA operations.</p><p>The U.S. military has begun to take over the bulk of the strikes, replacing the CIA in nearly all areas except Pakistan, according to an administration official who was not authorized to discuss the plans on the record and spoke on condition of anonymity. That shift in responsibility has given Congress greater oversight of the secretive program.</p><p>Obama "believes that we need to be as transparent about a matter like this as we can, understanding that there are national security implications to this issue and to the broader issues involved in counterterrorism policy," White House spokesman Jay Carney told reporters Wednesday.</p><p>"He thinks (this) is an absolutely valid and legitimate and important area of discussion and debate and conversation, and that it is his belief that there need to be structures in place that remain in place for successive administrations," Carney said. "So that in the carrying out of counterterrorism policy, procedures are followed that allow it to be conducted in a way that ensures that we're keeping with our traditions and our laws."</p><p>In a letter Wednesday to congressional leaders, Holder said only one of the U.S. citizens killed in counterterror operations beyond war zones  Anwar al-Awlaki, who had ties to at least three attacks planned or carried out on U.S. soil  was specifically targeted by American forces. He said the other three Americans were not targeted in the U.S. strikes.</p><p>The deaths of three of the four, including al-Awlaki's 16-year-old son, Abdulrahman, were already known. Holder's letter revealed the killing of Jude Kenan Mohammad, who was indicted by federal authorities in 2009 as part of an alleged homegrown terror plot to attack the U.S. Marine Corps base at Quantico, Va. Before he could be arrested, authorities said, Mohammad fled the country to join jihadi fighters in the tribal areas of Pakistan.</p><p>For months Congress has urged Obama to release a classified Justice Department legal opinion justifying when U.S. counterterror missions, including drone strikes, can be used to kill American citizens abroad.Several lawmakers declined immediate comment Wednesday on Holder's letter or Obama's speech.</p><p>Human rights watchdogs, however, were not immediately appeased.</p><p>Human Rights First legal director Dixon Osburn welcomed the White House's pledge for more transparency but remained "deeply concerned that the administration appears to be institutionalizing a problematic targeted killing policy without public debate on whether the rules are lawful or appropriate."</p><p>"The American public deserves to know whether the administration is complying with the law, and Congress should debate the legal and policy implications of our targeted killing operations," Osburn said in a statement.</p><p>In re-affirming his pledge to close the detention center at Guantanamo, Obama will push in the speech for a renewed effort to transfer its 166 detainees to other countries. Congress and the White House have sparred since Obama took office in 2009 over the fate of the suspects and whether they can be brought to trial on U.S. soil. In the meantime, the detainees have been held for years with diminishing hope that they will charged with a crime or be given a trial.</p><p>An aide to House Armed Services Committee Chairman Howard P. "Buck" McKeon, R-Calif., said lawmakers remain concerned that detainees who are released would rejoin the terror fight. The staff member was not authorized to discuss the issue on the record and spoke on condition of anonymity.</p><p>This week, the Pentagon asked Congress for more than $450 million for maintaining and upgrading the Guantanamo prison. More than 100 of the prisoners have launched a hunger strike to protest their indefinite detention, and the military earlier this month was force-feeding 30 of them to keep them from starving to death.</p><p>Obama was expected to make the case that the U.S.-led war in Afghanistan has decimated al-Qaida's core, even as new threats emerge elsewhere.</p><p>Against the backdrop of last month's deadly double-bombing at the Boston Marathon, administration officials said Obama will highlight the persistent threat of homegrown terrorists  militants or extremists who are either American citizens or have lived in the U.S. for years.The two Chechen-born suspects in the Boston attacks were raised in the United States and turned against America and its invasions of Iraq and Afghanistan only in recent years, investigators have said.</p><p>Like the quandaries of drone strikes and Guantanamo, the rise of homegrown terrorism is nothing new. The Obama administration included homegrown threats in its National Security Strategy in 2010. However, such threats have increased as the power of al-Qaida's central leadership has ebbed  especially after Osama bin Laden was killed in his Pakistani hideout by U.S. special forces two years ago.</p><p>Singer, the Brookings expert, said Obama's administration has been plagued with making short-term calculations on security issues with long-term impacts. <title>The pope and the devil: Is Francis an ex</title>

<![CDATA[ VATICAN CITY (AP)  Pope Francis' fascination with the devil took on remarkable new twists Tuesday, with a well-known exorcist insisting Francis helped "liberate" a Mexican man possessed by four different demons despite the Vatican's insistence that no such papal exorcism took place.<p></p><p>The case concerns a 43-year-old husband and father who traveled to Rome from Mexico to attend Francis' Mass on Sunday in St. Peter's Square. At the end of the Mass, Francis blessed several wheelchair-bound faithful as he always does, including a man possessed by the devil, according to the priest who brought him, the Rev. Juan Rivas.</p><p>Francis laid his hands on the man's head and recited a prayer. The man heaved deeply a half-dozen times, shook, then slumped in his wheelchair.</p><p>The images, broadcast worldwide, prompted the television station of the Italian bishops' conference to declare that according to several exorcists, there was "no doubt" that Francis either performed an exorcism or a simpler prayer to free the man from the devil.</p><p>The Vatican was more cautious. In a statement Tuesday, it said Francis "didn't intend to perform any exorcism. But as he often does for the sick or suffering, he simply intended to pray for someone who was suffering who was presented to him."</p><p>The Rev. Gabriele Amorth, a leading exorcist for the diocese of Rome, said he performed a lengthy exorcism of his own on the man Tuesday morning and ascertained he was possessed by four separate demons. The case was related to the legalization of abortion in Mexico City, he said.</p><p>Amorth told RAI state radio that even a short prayer, without the full rite of exorcism being performed, is in itself a type of exorcism.</p><p>"That was a true exorcism," he said of Francis' prayer. "Exorcisms aren't just done according to the rules of the ritual."</p><p>Rivas took the Vatican line, saying it was no exorcism but that Francis merely said a prayer to free the man from the devil.</p><p>"Since no one heard what he said, including me who was right there, you can say he did a prayer for liberation but nothing more," Rivas wrote on his Facebook page, which was confirmed by his religious order, the Legionaries of Christ.</p><p>Fueling the speculation that Francis did indeed perform an exorcism is his frequent reference to Satan in his homilies  as well as an apparent surge in demand for exorcisms among the faithful despite the irreverent treatment the rite often receives from Hollywood.</p><p>Who can forget the green vomit and the spinning head of the possessed girl in the 1973 cult classic "The Exorcist"?</p><p>In his very first homily as pope on March 14, Francis warned cardinals gathered in the Sistine Chapel the day after he was elected that "he who doesn't pray to the Lord prays to the devil."</p><p>He has since mentioned the devil on a handful of occasions, most recently in a May 4 homily when in his morning Mass in the Vatican hotel chapel he spoke of the need for dialogue  except with Satan.</p><p>"With the prince of this world you can't have dialogue: Let this be clear!" he warned.</p><p>Experts said Francis' frequent invocation of the devil is a reflection both of his Jesuit spirituality and his Latin American roots, as well as a reflection of a Catholic Church weakened by secularization.</p><p>"The devil's influence and presence in the world seems to fluctuate in quantity inversely proportionate to the presence of Christian faith," said the Rev. Robert Gahl, a moral theologian at Rome's Pontifical Holy Cross University. "So, one would expect an upswing in his malicious activity in the wake of de-Christianization and secularization" in the world and a surge in things like drug use, pornography and superstition.</p><p>In recent years, Rome's pontifical universities have hosted several courses for would-be exorcists on the rite, updated in 1998 and contained in a little red leather-bound booklet. The rite is relatively brief, consisting of blessings with holy water, prayers and an interrogation of the devil in which the exorcist demands to know the devil's name, how many are present and when they will leave the victim.</p><p>Only a priest authorized by a bishop can perform an exorcism, and canon law specifies that the exorcist must be "endowed with piety, knowledge, prudence and integrity of life."</p><p>While belief in the devil is consistent with church teaching, the Holy See does urge prudence, particularly to ensure that the victim isn't merely psychologically ill.</p><p>The Rev. Giulio Maspero, a Rome-based systematic theologian who has witnessed or participated in more than a dozen exorcisms, says he's fairly certain that Francis' prayer on Sunday was either a full-fledged exorcism or a more simple prayer to "liberate" the young man from demonic possession.</p><p>He noted that the placement of the pope's hands on the man's head was the "typical position" for an exorcist to use.</p><p>"When you witness something like that  for me it was shocking  I could feel the power of prayer," he said in a phone interview, speaking of his own previous experiences.</p><p>The Vatican spokesman, the Rev. Federico Lombardi, sought to temper speculation that what occurred was a full-fledged exorcism.
