An internal IRS document obtained by The Associated Press said that besides "tea party," lists used by screeners to pick groups for close examination also included the terms "Israel," ''Progressive" and "Occupy." The document said an investigation into why specific terms were included was still underway.

In a conference call with reporters, Danny Werfel said that after becoming acting IRS chief last month, he discovered wide-ranging and improper terms on the lists and said screeners were still using them. He did not specify what terms were on the lists, but said he suspended the use of all such lists immediately.

"There was a wide-ranging set of categories and cases that spanned a broad spectrum" on the lists, Werfel said. He added that his aides found those lists contained "inappropriate criteria that was in use."

Werfel's comments suggest the IRS may have been targeting groups other than tea party and other conservative organizations for tough examinations to see if they qualify. The agency has been under fire since last month for targeting those groups.

His comments also indicate that the use of inappropriate terms on such lists lasted longer than has been revealed previously. A report last month by a Treasury Department inspector general said agency officials abolished targeting of conservative groups with those lists in May 2012.

Werfel said preliminary results of an examination he has conducted of his agency have so far found no indication of improper screening beyond the IRS offices that examines groups seeking tax-exempt status.

He said he believes there was "insufficient action" by IRS managers to prevent and disclose the problem involving the screening of certain groups, but has discovered no specific clues of misconduct.

"We have not found evidence of intentional wrongdoing by anyone in the IRS or involvement in these matters by anyone outside the IRS," he told reporters.

Werfel's comments came as he released an 83-page report containing his assessments of the embattled agency and initial steps he is taking to make improvements.

The report describes several new procedures the agency is installing to prevent unfair treatment of taxpayers in the future. They include a fast-track process for groups seeking tax-exempt status that have yet to get a response from the IRS within 120 days of applying.

In addition, the top five people in the agency responsible for the tax-exempt status of organizations have been removed, including the former acting commissioner, Steven Miller, whom President Barack Obama replaced with Werfel.

"The IRS is committed to correcting its mistakes, holding individuals accountable as appropriate" and establishing new controls to reduce potential future problems, Werfel told reporters.

Werfel's comments and report drew negative reviews from one of the IRS's chief critics in Congress, Rep. Darrell Issa, R-Calif., chairman of the House Oversight and Government Reform Committee.

Issa said the review "fails to meaningfully answer the largest outstanding questions about inappropriate inquiries and indefensible delays. As investigations by Congress and the Justice Department are still ongoing, Mr. Werfel's assertion that he has found no evidence that anyone at IRS intentionally did anything wrong can only be called premature."

The IRS has provided congressional committees investigating the agency documents related to the screening problems. He said work was continuing on removing sensitive taxpayer information from those documents, and he said he expects them to be released soon.

Werfel had promised to produce a report within a month of taking over the embattled agency.

Werfel said he briefed Obama and Treasury Secretary Jacob J. Lew on the report earlier Monday.

COMMENTARY | At age 27, Felix Hernandez has attained almost every notable achievement a pitcher could hope to achieve in an entire career: a perfect game, a CY Young Award, a three-time All-Star, and a salary of over $20 million a year.

On August 25, 2010, Felix logged his 1,000th career strikeout and was the third youngest player in history to reach this milestone.

In 2010, he received the AL CY Young Award and was the AL ERA leader.

On August 3, 2011, Felix recorded his third straight season of 200+ strikeouts; only two other players have achieved this feat by the age of 25 or younger. Felix recorded his fourth straight season in 2012.

On August 15, 2012, Felix pitched the 23rd perfect game in Major League Baseball history against Tampa Bay.

In February of 2013, he became one of the highest paid pitchers in MLB history with a seven-year contract extension worth $175 million.

Yet, despite all his accomplishments and gaudy statistics, there is one thing Felix hasn't done: played in the postseason. Felix Hernandez is one of the best pitchers in Major League Baseball, but he plays for one of the consistently worst teams in the league. Since he first stepped onto the mound in 2005, King Felix has been etching his name into the record books pitch by pitch, but the Seattle Mariners have failed to make the playoffs during his reign.

Poor offense has been a thorn in the side of the Seattle Mariners for the last several years. In 10 of the 12 losses Felix recorded in 2010, the Mariners recorded one or fewer runs in each. But this year may be different. The Mariners just broke a franchise record for most spring training wins with 22, and they recorded 58 home runs during this span. So what has changed? The Mariners brought back Raul Ibanez as DH and picked up power hitters Michael Morse and Kendrys Morales.

Raul Ibanez: Ibanez is a well-known commodity, as this is his third stint with the Mariners. Ibanez first came up with the Mariners as a rookie, and though his batting average has fallen the last few years, down to .240, he provides a veteran presence in the lineup and is still a very capable hitter.

Michael Morse: Morse was with the Mariners until 2009 when he was traded to the Washington Nationals. There, he established himself as a power hitter and had a career year in 2011 with 31 home runs, 95 RBIs and hitting .303. He provides solid defense in the outfield as well.

Kendrys Morales: Morales has the potential for a breakout season with the Mariners this year. After fracturing his ankle in 2010 in a home-plate celebration after hitting a grand slam against the Mariners, he missed most of the 2010 and all of the 2011 seasons. At full strength, Morales could be poised for a great year. In 2009, he hit 34 home runs, drove in 108 runs, and batted .307 for the Angels.

With the addition of these three players, the Mariners may have the offensive potential they have lacked in the past. With offense to balance the defense and pitching in their clubhouse, this may finally be the year that King Felix can assert his dominance in the postseason.

Iginla signed a one-year deal with the Eastern Conference champion Boston Bruins on Friday night. The longtime Calgary Flames and short-time Pittsburg Penguins forward will make $1.8 million guaranteed and can make up to $6 million with Boston.

The Senators, refusing to settle after losing Alfredsson, responded with a bold move to acquire Bobby Ryan from the Anaheim Ducks.

NHL teams made a big splash on the first day of free agency with a slew of signings and some trades.

Less than a year after the league's latest lockout, many teams spent big bucks on free agents despite knowing they will have to deal with a smaller salary cap next season.

Ilya Bryzgalov and Jaromir Jagr were among the notable names hoping teams whiffed on other free agents signed them soon.

The Columbus Blue Jackets were among the big spenders, signing Nathan Horton to a $37.1 million, seven-year contract.

Detroit, like Columbus, is heading to the Eastern Conference next season. The Red Wings made moves to try to extend their postseason streak to 23 and reach the Stanley Cup finals for the first time since 2009.

Soon after adding Alfredsson, the Red Wings agreed to terms on a $24.5 million, five-year contract with 30-year-old center Stephen Weiss.

The Toronto Maple Leafs, coming off their first postseason appearance since 2004, also made a statement by signing New Jersey Devils forward David Clarkson to a $36.75 million, seven-year deal and keeping first-line center Tyler Bozak with a $21 million, five-year deal.

Tampa Bay, which cleared salary cap by buying out 33-year-old Vincent Lecavalier, agreed to a $25 million, five-year deal with 29-year-old center Valtteri Filppula to essentially replace its captain.

While the Red Wings were ready to lose Filppula, Ottawa wasn't expecting Alfredsson to tell the front office he wanted to play elsewhere.

"It was a devastating conversation, a disappointing one, hard to swallow," Senators general manager Bryan Murray acknowledged. "But I understand a veteran player that hasn't won and wants to win and sees a better opportunity."

The Senators, though, got younger and perhaps better up front by acquiring Ryan. Ottawa sent forwards Jakob Silfverbeg, Stefan Noesen and its first-round pick in next year's draft to the Ducks for the four-time 30-goal scorer. The 26-year-old Ryan has two years left on a five-year, $25 million contract.

Philadelphia Flyers general manager Paul Holmgren was one of the many NHL executives to talk to the Ducks about acquiring Ryan in recent years.

"We had conversations, but nothing that really ever made sense for us," Holmgren said. "I think Anaheim made a good deal. I think both teams made a good deal.

"Ottawa obviously lost Alfredsson, and they were able to get Bobby Ryan. But they gave up one real good young player off their team, another good young player that I believe is going to play right away, and a first-round pick.

"I don't want to say it's a steep price, but for us to get in and weigh what it would have cost us, in my mind, that's a lot."

A lot of other teams also made moves to jockey for position in the parity-filled league:

The Phoenix Coyotes, with a new owner, signed forward Mike Ribeiro to a $22 million, four-year contract.

The New Jersey Devils signed forward Ryane Clowe to a five-year, $24.25 million contract, and forward Michael Ryder to a two-year, $7 million deal.

The Philadelphia Flyers gave captain Claude Giroux an eight-year extension worth over $64 million and signed Chicago's backup goalie Ray Emery to a one-year deal.

The Stanley Cup champion Blackhawks re-signed defenseman Michal Rozsival, forward Michal Handzus and gave 40-year goalie Nikolai Khabibulin a one-year deal to replace Emery.

The Nashville Predators signed Chicago forward Viktor Stalberg to a $12 million, four-year deal.

The Edmonton Oilers signed former Bruins defenseman Andrew Ference to a $13 million, four-year contract.

The Pittsburgh Penguins reunited with defenseman Rob Scuderi by giving him a $13.5 million, four-year deal.

The Minnesota Wild, a year after signing the prizes of the free agent class, Ryan Suter and Zach Parise, inked defenseman Keith Ballard to a $3 million, two-year deal and re-signed defenseman Jared Spurgeon to a three-year, $8 million contract.

The Dallas Stars, making a significant trade for a second straight day, acquired Edmonton Oilers center Shawn Horcoff for defenseman Philip Larsen and a 2016 seventh-round draft pick.

Say hello to Mayor Robert "Bobby" Tufts. He's 4 years old and not even in school yet.

Bobby was only 3 when he won election last year as mayor of Dorset (population 22 to 28, depending on whether the minister and his family are in town). Dorset, which bills itself as the Restaurant Capital of the World, has no formal city government.

Every year the town draws a name during its Taste of Dorset Festival, and the winner gets to be mayor. Anyone can vote as many times as they like for $1 a vote at any of the ballot boxes in stores around town. Bobby is running for a second term, and he gets to draw the winning name Aug. 4, so it's possible he could draw his own name.

Calls of "Mr. Mayor" greet Bobby as he strolls around Dorset, handing out his campaign card. One side shows Bobby, his dark hair slicked down, wearing his tan fishing vest over a suit jacket. The other side shows Bobby sitting in a porch swing with his girlfriend, Sophie.

"I would love to be your Mayor as much as I love Sophie," the card reads.

"He's been pretty good. Lotta PR for the town," said his mother, Emma Tufts, 34. "I think he's doing a fine job."

Bobby's job as mayor is to greet people as they come to Dorset, located among the pines and lakes of northern Minnesota about 150 miles northwest of Minneapolis. Resorts and tourism are the main industry, and restaurants ranging from Mexican to Italian to family style line about two blocks on either side of the highway that runs through the middle of town.

Bobby's major act as mayor so far has been to make ice cream the top of the food pyramid. He has many favorite flavors.

"Chocolate. And vanilla. Strawberry. Cotton candy kind. And rainbow sherbet," said the mayor.

On a recent steamy summer morning, Bobby skipped ahead as he led a group of about 20 children and adults on a walk on the Heartland Trail to raise money for Ronald McDonald House Charities of the Red River Valley in Fargo, N.D. He wore his signature black fedora, adorned with fishing lures and a large button with his photo, and seemed endlessly energetic.

"I think he's a cute little bugger and I think a lot of people share the same, you know, opinion as me, and it's neat," Hubbard County Sheriff Cory Aukes says. "You know, how often do you see a little kid like that who's call 'em camera-friendly or whatever, you know he's got a very good little personality, and he's not afraid to show it. So I think it's great."

Queen Elizabeth's grandson, known in the military as Captain Wales, spent three years training for the qualification, which places him at the very top of his profession, his Commanding Officer Lieutenant Colonel Tom de la Rue said.

"This was a tremendous achievement for Captain Wales who passed with 'flying colors'," de la Rue said.

Harry, third-in-line to the British throne, returned in January from a 20-week posting in Afghanistan, his second tour of duty in the country. He was also awarded a prize for best Co-Pilot Gunner at an earlier stage of his training.

Harry's military role has enhanced his status in Britain and helped overcome his reputation as a royal wild child. His elder brother William is also a helicopter pilot, working as a search and rescue pilot for the Royal Air Force.

He didn't deserve any blame for fans leaving early, either, though hundreds found their way to the exit even before the 12th round began.

If they were spending $1,000 and up for tickets to a brawl, they should have known better. Mayweather built a career on not getting hit, and there was no reason to think he was going to make the same mistakes as last year against Miguel Cotto against a fighter whose only hope of winning was to rough him up.

Instead of booing, they should have been applauding. Instead of leaving, they should have been on their feet cheering.

On the canvas where he does his best work, Mayweather painted a boxing masterpiece only he could produce.

"Everyone was saying at the age of 36 I don't have it no more," Mayweather said. "All I want to do is give fans exciting fights."

This one wasn't as much exciting as it was brilliant. Mayweather used defensive skills built up over a lifetime to take apart a very good fighter Saturday night and do it in such lopsided fashion that ringside judges seemed to be searching for a round to give to Guerrero.

He hit Guerrero with right hand leads all night and might have knocked him out had he not hurt his hand in the eighth round. When Guerrero tried to land big shots of his own, Mayweather was either smothering him on the ropes or had danced out of harm's way.

It was a $32 million display of all that's right about the sweet science. And if it didn't satisfy all the fans at the MGM Grand or those who paid $69.95 for the pay-per-view, it kept Mayweather undefeated in 44 fights in what is becoming a remarkable boxing career.

"I showed the world I can still box," Mayweather said. "I showed my defense is still there. I'm still fast."

Most importantly, perhaps, it showed Mayweather himself that he still has it. After spending two months in jail and a year out of the ring, he returned with a performance that was vintage Mayweather.

His father was back in the corner and was put to good use. Both Floyd Sr. and Floyd Jr. thought the boxer got hit too much when he went toe-to-toe with Cotto last May and were determined to focus on defense against Guerrero, who tried his best for 12 rounds to turn the fight into a brawl, to no avail.

The plan was to hit and not get hit. It worked to perfection, with Guerrero landing only 19 percent of his punches to 41 percent for Mayweather.

"The less you get hit, the longer you last in boxing," Mayweather said.

Mayweather has followed that creed so well that he has lasted 17 years in the sport, and he looks no worse for the wear. He's managed to build a boxing empire on pay-per-view sales despite having a style that is less than crowd pleasing, and his $32 million payday for Guerrero shows he remains a huge attraction.

He wants to fight again in September, which would be the first time since 2007 he fought twice in a calendar year. That could be delayed by his injured right hand, though Mayweather insisted after the fight he would be ready to go.

The question now becomes who Mayweather will face. Upcoming Mexican star Canelo Alvarez would be the most attractive fight, but the short lead time to September virtually ensures that bout won't happen until at least next May, at best.

Mayweather is in the unique position where he can handpick his opponents, and he's been criticized for trying to find fighters he knows he can beat. Alvarez would be a risky fight, one Mayweather might want to save until late in the remaining five fights he has under a deal with Showtime that he says will be the last of his career.

"He's a young guy," Mayweather said of Alvarez. "Floyd Mayweather isn't going to duck anybody. My job is to go out there, rack up victories and be the best Floyd Mayweather I can be."

Whether that is good enough to make Mayweather among the all-time greats was a topic of questioning at the post-fight news conference. Mayweather may be a dominating fighter, but he hasn't had a rivalry to get fight fans excited and he came up with excuse after excuse not to fight Manny Pacquiao when Pacquiao was still in his prime.

He also hasn't fought regularly enough to press a claim for greatness, something that could change if he goes through on plans to fight every six months or so under the Showtime deal.

"I just do what I do," Mayweather said. "I've given this sport my whole life."

The three-judge panel ruled that Costas Papacostas, 73, was responsible for the safeguarding of some 80 gunpowder-filled containers and was aware of the dangers posed by the munitions, but failed to take action to prevent the detonation.

A public inquiry into the causes of the blast found that the gunpowder had spontaneously combusted after becoming unstable from prolonged exposure to wide temperature swings. The containers had been left piled on top of one another in an open field inside a naval base for more than two years.

The gunpowder was seized in February 2009 from a Cypriot-flagged ship suspected of transporting them from Iran to Palestinian militants in Gaza through Syria in breach of a United Nations ban on Iranian arms exports.

The court said that nothing was done to eliminate the danger of a possible explosion, even after some of the gunpowder detonated in one container a week before the larger, fatal blast something that a military official had warned at the time was like a heart attack foreshadowing worse things to come.

"The danger and the warnings were such that the fact that no measure was ever taken while it was possible indicates such indifference as to constitute willful negligence," the judges said.

Three top fire service officials Fire Chief Andreas Nicolaou, his suspended deputy Charalambos Charalambous as well as Disaster Response Unit chief Andreas Loizides were found guilty of the lesser charge of causing death through a reckless and dangerous act.

The court said the three had "failed to deal with the dangerous situation as they ought to have done."

Two other defendants, former Foreign Minister Markos Kyprianou and ex-deputy National Guard Chief Savvas Argyrou, were acquitted of all charges. The court said Kyprianou was neither responsible for what would happen to containers, nor their storage conditions, but rather he was following policy forged by then President Dimitris Christofias who was weary of upsetting either Syria or Iran.

Christofias had told Syrian President Bashar Assad six months after the munitions' seizure that it would remain on the island until its return to either Syria or Iran. Testifying before the public inquiry, Christofias attributed the remark to "diplomacy."

Christofias rejected the inquiry's conclusion that he was primarily responsible for the circumstances that led to the explosion, saying his subordinates had failed to inform him either about the gunpowder's storage conditions, or the risks associated with its prolonged exposure to the elements.

Both Papacostas and Kyprianou resigned a few days after the explosion.

The blast triggered a political crisis on the island amid weeks of street protests calling for Christofias to quit over what many saw as the official ineptitude and the government's botched handling of the island's worst peacetime military disaster.

Damage to the main power station was so severe that it caused rolling, island-wide blackouts for months and cost hundreds of millions of euro to an already faltering economy.

Manslaughter carries a maximum sentence of life in prison, while the lesser charge calls for four years in prison, a fine of around 4,300 euros ($5,500) or both.

Sentencing will occur on July 24.

The customer complained to Sainsbury's supermarket, which apologized. But the checkout worker has enjoyed an outpouring of support on social media, in the press, and from Deputy Prime Minister Nick Clegg who declared a "sneaking sympathy" for her.

"I have sat in innumerable meetings where people don't look each other in the eye, they don't appear to be paying attention ... they spend their whole time with their nose glued to their hand-held appliance," Clegg told London radio LBC.

"It drives me round the bend," he said.

Clegg's comments appeared to reflect the public mood, with an online poll by the Daily Mail newspaper finding that 84 percent of respondents believed the employee was right not to serve the customer, Jo Clarke, until she hung up.

"I don't know what she was playing at," Clarke told the Daily Mail. "When did she have the right to give me a lecture on checkout etiquette?"

But a torrent of tweets sided with the unnamed checkout worker. "I'm definitely with the checkout woman on this one ... Don't treat humans as if they're robots," said one Twitter user who gave his name as Tom Sutcliffe.

Another, Amber-Rose Thomas, said of the customer: "She deserves a fish-slap."

In a statement, Sainsbury's said: "It's clear that this story has touched a nerve as the weight of discussion and comment indicates. Ms Clarke was unhappy with our service, so we felt it was appropriate to apologize to her."

There was no word on whether the checkout worker at the Sainsbury's branch in southeast London was disciplined by the company over the affair.
