私：「一年以上前に報告書が届いていて、何も変わっていないではありませんか。　私が電話をするようになって、やっと対応してくださったのですよ。動いているなら、途中報告をしてくださってもいいではありませんか。うちが一つのいじめの件だとして、こんなペースでは、県全体のいじめに対応できませんよ。　私がいた外国では、いじめも自殺もありませんよ。なぜ日本はこんなにあるとお思いですか？」

教育委員会：「・・・」

私：「外国の教育委員会や学校は、子供や保護者の目線で、数週間以内にすぐに動くからです。日本は、形式的な窓口があるだけで、実際に事が変化しません。」

教育委員会：「どこが担当かわからない。「親と子のサポートセンター」に、相談してみてはどうか。」

私：「担当は、教育委員会です。教育委員会が、セントラルを選んだのです。セントラルに水泳場を任せっきりにせず、要所において監視していれば、私は他へ当たる必要はありません。」

教育委員会：「施設に関しては、うちですが、精神的なところでは、専門家ではありません。仲介に入って指定管理者とあなたとの間を取り持つとか、採用させるとか、謝らせるといった権限もありません。」

私：「我が子は、セントラルや、教育委員会の、一連の対応に、非常に失望し、自責の念があります。大会に出ることも、私に明かしません。早く大会のために、私も子供の泳ぎなどを見てあげたいです。それができるように、一度話し合いの場を設けていただきたいです。

本来教育委員会が主導権を握り、指定管理者に強くでなくてはならないのに、そのまま温存させているではありませんか。それだから、教育委員会を恐れない、あのような集団いじめができるのです。指定管理者の対応は、教育委員会のあり方が映し出されています。」

教育委員会：「・・・」

私：「県のＨＰに、「月に一度ＣＰＲを実施」という根拠のない情報を、載せないでください。一般の人が、疑いなく、「月に一回やっているなら安心だ。」と、身を任せないとも限りません。」

教育委員会：「中間評価は載せなくてはいけません。」

私：「事実でない情報は、危険です。」

教育委員会：「本当にしているかどうか、検証するのに時間がかかります。」

私：「まだはっきりしていないのなら、県の公式ＨＰに載せるものではありません。それが一般の人を安心させ、かえって事故が起こらないとも限らないからです。検証にどのくらい時間がかかりますか。」

教育委員会：「わかりません。」

一応親と子のサポートセンタにも相談しましたが、「うちは、登校拒否とかを対象としているので、やはり担当は、教育委員会だと思います。」と言われました。

面会を望む私に、「面会するかどうか、こちらで話し合う。」と、なかなか面会にはこぎつきませんでした。

「子供いじめ相談」などに、相談し、やっと面会（先方は、副課長を頭に三人）がかないました（2012年10月）。教育委員会に報告書を出してから一年一ヶ月過ぎてからです。

何を根拠に、「ＣＰＲを一ヶ月に一回実施」と、県のＨＰに載せるのか、お聞きしました。これには、電話でも答えず、面と向かって副課長が、口ごもりながら、小さな声で、「報告書。」と答えました。

「あの、副場長（セントラルスポーツ）が自主的に作成する報告書ですか！？」私は聞き返しました。

副課長は頷きました。

「全くやっていませんよ！私がいた4年間一度も。副場長は、平気で嘘をつきます。私は、それで、閉め出されたのです。教育委員会は、内容の確認もせずに、公式ＨＰに載せるのですか！？これこそ、一般の人にも知らせたいです。」と、私は言いました。

私は、ダミー人形が、どこに置いてあるかも、知りません。

営業のために、生徒数が多く、教室だけでてんてこ舞いでした。　どの指導員も勤務の曜日や時間が違うので、一堂を会するなどありえません。　指導員同士の業務連絡も、ノートの回覧でした。

教育委員会は、セントラル以上に、ずさんです。今までずっと実質監視しない形を10年近くも続けていたのです！

There was one scenario where the blindness of the board of education became apparent. For any swimming instructor, CPR is something that should not be taken lightly, and all instructors are required to be able to do it for the safety of the swimmers. At the swimming facility that I worked in, there wasn’t a requirement, so I had to go to the fire station to take the lesson on CPR. The board of education does not look too deep in the system of the facilities they are in charge of, which leads to blind spots, which can inevitably lead to an accident that is fatal. Where they are responsible, they should take their job seriously, and not half-complete it or abandon it entirely.

Though the swimming pool is an international facility, it lacks in morals. In America and European countries, this would be viewed as unacceptable. Without their criticism, is the head of Chiba unable to realize that his actions and the actions of the board are globally unacceptable?

It is the duty of public facilities and organizations to report important information, and problems and complaints from the public shouldn’t be kept in the dark. If they have done something that would be damaging should it be revealed, they are not aware of the heavy responsibilities of their jobs that accompany high wages and positions.

I have written this blog to show the truth in hopes of a better instructor, a better board of education and a better government. I have written this with the approval from the head of Chiba prefecture. (Mar 2012)

Mr. T(an area manager) maintained that Mr. I (who gave a birthday present) and Mrs. T(whose child got it.) were in a relationship and revealing that to the others would be inconsiderate of him. He also added that Mr. I was busy and he only had the time to hand the present during class.

To that, I said, “Mr. I needed to rethink about the time and place he gave the present. And think about the fear my son felt about his teacher’s reaction had he told someone and was confused if the action was morally right. In order to save their positions and their face, Mr.T and Mr. N (my boss) made it seem as though I was in the wrong by lying and manipulating. They tried to keep the wrong they have done in the dark by ordering me to stay home. They are not suitable to retain their posts.”

It was the duty of the high ranked members of the swimming facility to inform the board of education should problems arise, but they didn’t.

The judge said, “I cannot interfere on their decision on whether they will continue to employ you or not. However, if you inform the turn of events to the board of education, I am sure that the high ranked instructors would be fired on the spot.” He then decreed that the opposition pay the wages that were due to me for being forced to stay home as compensation. (Jul, 2011)

Though did as suggested in Sep 2011, no reply came from the board of education. After waiting for three months without reply, I reported to the person above them, the head of Chiba prefecture. From these turn of events, I felt that the board of education were unable to or were reluctant to take action by themselves.

The five instructors were reprimanded, but it was pointless for I have already quitted. They should have done so before I did. And I was disgusted to find that they still retained their jobs despite the facts that I told the board. This is an outrageous case of inequality.

My son was concerned about a certain swimming teacher, Mr. I, who handed a birthday present to another child to be handed to his mother (T)（during the lesson in 2008. My son was sitting next to the boy who received the present, and he knew that doing so in front of all the other children is something that should have been avoided.

However, he couldn’t tell me about this incident out of fear of the reaction of his teacher should he find out, and fear of how it would end for me, his mother(T) and instructor(I) at the school. He told me after he quit, but was silent for two entire years (May 2010). “That teacher has favourites” my son often said, but he didn’t like to elaborate.

What Mr. I did was unacceptable as a swimming instructor. I myself debated on whether I should talk about it to the other instructors for six months.

Time came when I felt that Mr. N didn’t treat the instructors equally. I addressed my son’s concerns along with mine (Dec 2010).

Giving Mr. I a warning and letting me work as per usual would have been the correct action for Mr. N to take.

“I have checked with Mr. I about this incident, and it seems to be true. Well, he doesn’t seem to want to see you so I’ll apologize on his behalf. There won’t be many students next week, so there’s no need for you to come”. That was what my boss said. It was outrageous. Mr. I continued to teach while I wasn’t allowed (Jan 2011).

As a citizen of Chiba Prefecture, I pay taxes, which is used to facilitate the swimming pool. Though I am a lover of swimming, I feel ill at the mere thought of meeting the instructors who tormented me so I can’t even go there to swim. 

やはり、後ろ盾が、私立学校と、公立（教育委員会）との違いでしょうか。　水泳教室でも違いがかなりあります。

現在のところ

・　上がしっかり指導員を監視している。（水泳教室中にプレゼントを渡すようなスキは、ない。）上が生徒全員を把握している。　上は、指導員に、「スーパーなどでも、自分は気づかなくても、生徒が気づく場合も多いので、常に見られていると意識するよう。」言う。

・　月に一度指導員を一堂に会して打ち合わせをするので、情報の共有ができる。毎日事前周知（会合）もある。

・　生徒が飽きないよう、毎回違う練習メニューを、指導員は作らなくてはならない。　指導員は、初級から上級まで、教えるようシフトが組まれる。

・　進級テストの合格基準が厳しく、合格するまで時間がかかる。

・　送迎バスの運転手にも、毎日事前打ち合わせがある。シートベルトも徹底されている。

・　待遇もよく、指導員も、10年、20年と続けている人ばかり。

以前のところ

・上から監視されている意識は全く感じられなかった。生徒数が多いので、上は当然のことながら、チーフ（担当指導員）すら、自分の生徒の名前と顔を把握しきれない。

・指導員を一堂に会した打ち合わせは、私がいた4年間の内一度もなかった。周知は、ノートの回覧だった。「言った、言わない。」で、容易に指導員間で、もめ事が起こった。

・　練習メニューは、同じことの繰り返しでよかった。　指導員は、担当する級の顔ぶれは決まっていた。

・　合格基準はさほど厳しくない。すぐ上の級にいける。

・　送迎バスに、乗り遅れた子供を何度か見かけた。走る送迎バス内で、子供同士の立ったけんかが起こったこともあった。

「シートベルトを徹底させるのは当然ではありませんか！」と、私は、Ｔ前々副場長に言ったことがあった。　Ｔは、「サービス業だから、強くは言えない。」と、言った。　サービス業は、安全第一なのに、Ｔの認識がわからない。

・　皆数年で、辞めたり、異動だった。これは、職場環境の善し悪しを反映している。

この日本の隠蔽体質が、大人の職場や、子供の学校のいじめも誘発していると思います。欧米は、面と向かって意見を言うので、職場でも学校でも、ここまで陰湿ないじめにはなりません。自殺者も、まずいません。本音や建て前、社交辞令もないので、わかりやすいです。

これは、大人の我が子へのいじめでもあります。教育委員会は、それで県内の子供のいじめに対処できるのでしょうか。

公共施設、機関なら、情報の公開性は必要です。知られてまずい行為をするなら、それに携わる人として、自覚が足りません。私は、この事実を公開し、多くの方のご意見により、指定管理者、教育委員会、行政をより改善していきたいと思います。その旨、知事にあらかじめお知らせました（2012年3月）。

指定管理者のあり方、教育委員会の対応、県政へのご意見をお持ちの方は、恐れ入りますが、千葉県のＨＰ、教育委員会からお入りください（ブログに添付できませんでした）。

一日も早く、我が子や私が、あの水泳場に気持ちよく出入りできる日が来ることを望みます。

私が勤務していた間、一度も指導員を対象にした心肺蘇生の講習は、ありませんでした（私は、個人的に消防の方で受講）。教育委員会は、見抜けない、見抜こうともしないのだと思いました。

また、よく飛び込みでは、救急車を呼んでいました。今年の夏に、芸能人が事故を起こしてニュースになりましたが、私は驚きませんでした。芸能人だからニュースになっただけのことです。

特に赤帽子（一番下）のクラスは、人数制限なく受け入れ、事故が起これば、その指導員の責任になります。その営業体制に、私は閉口しました。

今まで教育委員会は、内まで踏み込みませんでした。外部委員による審査も、表面的です。

「教育委員会に知らせたから、今後は一切採用しない。」となる相手方に、潔く負の情報も認める強さがあるでしょうか。

本来は、教育委員会が、セントラルスポーツに、「一人に対し、職場で集団いじめをしたので、今後は一切指定管理者として採用しない。」と、なるべきです。それは、教育委員会に求めました。

「公共施設を管理するという観点から適正に対応するよう改めて指導を行った」、「県のＨＰにも、評価の低い項目（雇用契約の適正な手続き、職員の雇用及び育成について）として、公表する」となっていました（2011年1月）。それは、8月に、公表され、評価「Ｂ」・「良好」となっています。これでは、甘いです。

また、「指定管理者の募集については、広く公募を実施しており、たとえ、応募が一社でも選定に当たっては3外部委員による審査を行います。ご理解くださるようお願いいたします。」となっています。

私のいない職場に、注意をしても意味はありません。それで指定管理者として継続できるとは、失望しました。談合でもあるのではないかと思ってしまいます。　ずっと一者が契約期間満了後も継続し続けているのは、公正・公平なことでしょうか。教育委員会の怠慢が出ています。

管轄する教育委員会は、「和解の器量がないなら、今後は指定管理者の候補にしない。」と、主体的になってもいいと思いました。また、指定管理者として継続させるなら、教育委員会が仲介となって、私に集団いじめの謝罪をしていただきたいと求めましたが、回答はありませんでした。

県や教育委員会が、その一者に事実上頼り切っています。今までも、また今後も、継続する様子がうかがえます。それだからこそ、教育委員会を恐れない、集団いじめができるのだと思います。これは、起こるべくして起こったことです。

事の発端を私に告げた我が子は、「（プレゼントの件を）明かさなければよかった。」と、感じています。

指定管理者、教育委員会、知事の対応は、我が子に、「本来よくないことでも、明かせば自身に悪い意味で跳ね返る（母親が閉め出された）。」という悪い日本の隠蔽性を教えました。「倫理より、利便性（その指定管理者を注意だけすれば、公募を募る努力をしなくて済むこと）」でした。
