He lives in a one-bedroom apartment, window blinds partly closed, along a busy road in a Detroit suburb. He gets by on $700 a month in Social Security benefits, usually making trips outside only to see a doctor. He needs an inhaler and 10 pills a day for his diabetes, high blood pressure and other ailments.

A stocky man with thick arms, Stiggers grappled with sewer lines as a plumber until two strokes ended his working days, and also made his speech difficult to understand. He now passes time on the couch, bouncing a companion's granddaughter on his lap while a children's show glows from the TV.

Since he fled prison in Arkansas in 1970, Stiggers, a convicted murderer, has been a quirk of justice, living openly in one state while wanted in another. But his time as a free man may be coming to an end as the result of a twist in a decades-old saga involving the dark history of one state's prison system and the social views of another state's governor.

Stiggers was one of two young black men given asylum in Michigan in the 1970s by William Milliken, a Midwestern governor who believed in using his powers broadly to address injustice. The fugitives claimed they were victims of unfair treatment in the South.

The cases have largely been forgotten over the years and, until this spring, Stiggers thought he had been, too.

By sending a letter seeking Stiggers' return, Arkansas abruptly renewed its efforts to bring him back to prison where he was sentenced to spend the rest of his life. And Michigan is considering it.

The man at the center of the tale is now 63. He was astounded when reporters from The Associated Press knocked on his door and told him of Arkansas' request.

"I'm an invalid now. I'm half dead," Stiggers said. "What would their interest be to have me back?"

Stiggers' life is entwined with the history of Arkansas' prisons in the 1960s. The brutality and horrific conditions were documented by penal reformer Thomas Murton and inspired the 1980 Robert Redford movie "Brubaker."

Stiggers was sent to a state prison farm at the age of 15 after he was convicted of killing his father, whom he said beat him and his mother regularly.Stiggers said he never talked about the abuse at his trial because his lawyer advised him not to testify. The AP couldn't reach anyone involved in the trial.

When Stiggers was allowed a five-day furlough for good behavior a privilege no longer available to those convicted of such serious crimes he went to Michigan, where his mother lived. He's been there ever since.

When Arkansas requested his return at the time, Milliken refused, citing, in part, the "cruel and unusual treatment" in Arkansas' prisons.

At the sprawling Tucker prison farm where Stiggers was held, inmate "trusties" guarded prisoners working the fields. Stiggers said he was forced to pick cotton and endured beatings.

"I'd probably be dead right now," Stiggers said, if he hadn't absconded.

The year he fled, a federal judge, Jesse Smith Henley, declared the state's entire prison system unconstitutional, writing: "In a very real sense, trusty guards have the power of life and death over other inmates."

Milliken's decision to rebuff Arkansas' extradition request was in character for the moderate Republican who held the office from 1969 to 1982.Milliken, a soft-spoken white businessman from the northern Michigan town of Traverse City, built a relationship with Detroit's fiery black mayor, Coleman Young, and boosted state assistance to the city during a time of intense racial strife.

"No purpose would be served now by sending that man back," Milliken, who is now 91, said in an interview. He said he does not remember Stiggers but, "Knowing how distressed I was about the shameful state of race relations in our country, I would have wanted to give that man another chance."

Over the years, Arkansas made more requests for Stiggers' return, but they were unsuccessful.

Michigan's current governor is Republican Rick Snyder. A spokesman, Caleb Buhs, said Snyder has no timeline for reviewing the new request, which came after Stiggers' Social Security benefits put him back on Arkansas' radar.

M. Gerald Schwartzbach, who represented the fugitive years ago in Michigan, says it would be "an enormous tragedy" to incarcerate him now.

"How is this justice?" he asked.

Prisons officials in Arkansas say getting him back behind bars is a matter of principle.

"I understand the argument, 'Well, he's been out for all these years, he hasn't reoffended,'" said Shea Wilson, spokeswoman for the Arkansas Department of Correction. "But the fact still remains that he was convicted of first-degree murder in Arkansas. He served a minimum of his sentence and he has been a fugitive from justice for all these years."

Stiggers may be in trouble. The Supreme Court clarified extradition law in 1987, creating a precedent that forced Michigan to return Phillip Chance, a convicted murderer also given sanctuary by Milliken, to Alabama in 1996.

"To the extent that he deserves mercy, it's up to Arkansas to show mercy.Michigan's hands are tied," said Curt Benson, a law professor at Thomas M. Cooley Law School in Grand Rapids, Mich.

Stiggers said he has justified Michigan's faith in him.

"I don't smoke. I don't drink. I don't do nothin'," he said during an hour-long interview. "I walked away from a lot of fights. ... They told me to stay out of trouble."

Stiggers said his wife, Arnetta, died in 2010, and they had no children. He worked as a press operator for Chrysler for five years before becoming a plumber.

Retired, he lives with a companion, Delphine Hopkins, and they help each other keep track of their medications.

"One of us always has a doctor's appointment," she said.

In 43 years, Stiggers said, he's never set foot outside the state he fled to and he hopes he never will.

The company said it would launch its own generic of the ointment, Zovirax, on Thursday.

Mylan, a generic drugmaker, said on Wednesday it received final approval for the first generic version of Zovirax from the U.S. Food and Drug Administration.

Valeant had said in January it sees 2013 adjusted profit, which it calls cash earnings per share, of between $5.45 and $5.75.

The company, caught in a bidding war with German drugmaker Merz Pharma Group for cosmetics products maker Obagi Medical Products Inc, has been bulking up its skin care portfolio in the United States.

"While the timing of a generic approval was always uncertain, this was not unforeseen and we were prepared for its eventuality," said Chief Executive Michael Pearson.

However, the company did not factor in the generic launch in its original budget expectations.

The company said there are other actions, such as several product acquisitions, repricing of its term loan debt that could mitigate the impact of Zovirax losing patent protection.

WASHINGTON (Reuters) - The Obama administration has gone to court to try to block a subpoena from the Roman Catholic Archdiocese of New York seeking White House documents about the government's requirement of insurance coverage for birth control.

The subpoena requesting documents from President Barack Obama and his senior advisers would be burdensome to fulfill, the administration said in a lawsuit filed in U.S. District Court for the District of Columbia.

Citing U.S. Supreme Court precedent, the suit also argues that civil subpoenas of the president's executive office are inappropriate except in extraordinary circumstances.

The lawsuit was filed on Thursday and released on a court website on Friday.

Religious organizations, individuals and corporations have filed scores of suits to block a planned mandate that employers generally include coverage of contraception in health insurance plans they offer workers.

Though the mandate has some exceptions for religious employers, the New York archdiocese, one of the largest in the United States, said it expected to incur nearly $200 million each year in penalties if it refuses to comply.

The Catholic Church teaches that artificial birth control is sinful because it violates natural law.

A judge in Brooklyn federal court allowed an archdiocese lawsuit over the mandate to move forward in December, over the administration's argument that it was premature.

A lawyer for the archdiocese declined to comment on Friday on the administration's court action.

Obama has been trying to negotiate a settlement of the highly charged dispute, which pits advocates for women's health against those who say a mandate would violate the religious freedom of employers who oppose birth control.

A version of the mandate released in February would not apply to churches and other places of worship even when they operate schools and social services.

It would apply to others, including religiously affiliated nonprofit groups. But in those cases, it calls on private insurers to cover contraceptives through separate plans for employees, not through the employer's group plan.

The mandate was part of the 2010 healthcare law championed by Obama and congressional Democrats.

The Justice Department is representing the White House in the subpoena fight. A department spokeswoman had no immediate comment.

LOS ANGELES (TheWrap.com) - Michael Cera, playing himself, dies in spectacularly gory fashion in "This Is the End," which Sony Pictures showed in an excerpt screened at the CinemaCon movie convention on Wednesday night.

The "Superbad" actor is impaled by a falling lamp post after the apocalypse harshes the mellow at James Franco's star-studded house party in the upcoming foul-mouthed comedy.

That's not the only indignity foisted upon the nebbish Cera, who like all the other actors - Franco, Jonah Hill, Jay Baruchel, Danny McBride - plays an obnoious, self-centered version of himself. In the film, the actor transforms himself into a sex-crazed, Dionysian figure. Another scene finds a bare-assed Cera being serviced by not one, but two women. For good measure Mindy Kaling, playing herself, confesses to Seth Rogen, playing himself, that she wants to sleep with Cera before the night is over.

Sony Pictures, which screened roughly 15 minutes of footage at the annual exhibition trade show, clearly thinks that the film may be one of this summer's breakout R-rated comedies and theater owners in the crowd greeted the sneak peek with loud laughter and applause.

It will face stiff competition for that distinction, however. "The Heat," a profane buddy comedy with Sandra Bullock and Melissa McCarthy screened in its entirety at the trade show earlier this week and was enthusiastically received. Likewise, "The Hangover Part III" enters the fray with enormous brand recognition.

In a season of adult-oriented comedies, "This Is the End" may be the hardest R of all. A lengthy exchange between Franco, playing himself, and Danny McBride, ditto, results in a record-breaking use of the word cum, while in a slaughtering of sacred cows "Harry Potter" star Emma Watson robs the comedians of their remaining booze.

"Hermione just took all of our shit," McBride moans after the theft.

"This Is the End" premieres on June 12, 2013.

His suspension will begin immediately, meaning he'll miss the last four games of this season and the first six of next season, the English Football Association said Friday.

The Uruguay international bit the upper arm of Chelsea's Branislav Ivanovic during a 2-2 draw on Sunday. Suarez apologized to Ivanovic after the match, was fined by Liverpool and earned the wrath of the British Prime Minister.

On Friday, Suarez posted a statement on his website that said he chose not to appeal to avoid giving "the wrong impression."

"I would like to explain to everybody that I decided to accept the ban because whilst 10 games is clearly greater than those bans given in past cases where players have actually been seriously injured," Suarez said on the website, "I acknowledge that my actions were not acceptable on the football pitch so I do not want to give the wrong impression to people by making an appeal."

The English Football Association decided the regular three-match ban for violent conduct was insufficient in this case, and an independent panel decided Wednesday to add seven more games.

The panel said Suarez failed to appreciate "the gravity and seriousness of this truly exceptional incident" and wanted to send a "strong message that such deplorable behaviors do not have a place in football."

"While we accepted that Mr. Suarez's reputation had been impacted, these unsavory pictures would have given a bad image of English football domestically and across the world alike," the three-person panel said in its written reasons, which were released by the FA later Friday.

The panel also referred to the possible health repercussions of Suarez's "truly disgraceful behavior."

Prime Minister David Cameron said Friday that Suarez, the league's second highest scorer with 23 goals, has set an "appalling" example to youngsters by biting a fellow player and welcomed the tougher sanction.

"I made my own views clear just as a dad watching the game," Cameron told the BBC. "I've got a 7-year-old son who just loves watching football and when players behave like this it just sets the most appalling example to young people in our country."

Suarez could have lodged an appeal against the extra seven games. If unsuccessful, he risked the possibility of the FA extending his sanction for making a frivolous appeal.

"I hope that all the people who I have offended at Anfield last Sunday will grant me forgiveness and I again repeat my personal apology to Branislav," Suarez said.

It's not Suarez's first offense for biting an opponent. In November 2010, he was banned for seven matches for biting a PSV Eindhoven player in the Dutch league, earning the nickname "Cannibal of Ajax."

Despite widespread condemnation of his actions, broadcast live to a global television audience, the striker has been passionately defended by Liverpool manager Brendan Rodgers and teammates.

They believe Suarez was treated harshly by the FA because of his past disciplinary record. Along with biting a player in 2010, Suarez was suspended eight games for racially abusing Manchester United defender Patrice Evra in 2011.

However, the independent panel stressed that it "did not take into consideration any previous disciplinary records of Mr. Suarez and considered the offense in isolation."

"We are all disappointed at the severity of the punishment and in particular the differing standards that have been applied across various previous incidents," Liverpool managing director Ian Ayre said in a club statement.

"Luis is an important member of our team and nothing has changed in that regard. We are committed to helping him improve his conduct and he will be given our full support."

Rodgers added in the statement that the club had to "move on and support Luis in his decision."

Cameron believes the punishment fits the behavior on the field.

"I've read in some newspapers, who think somehow this isn't serious," Cameron said. "I think it is serious, when we're trying to bring up our children properly, they do see football players as role models."

It's the latest mega-collaboration to learn more about the intricate mechanisms that lead to cancer. And while the headway seems significant in many ways, the potential payoff for ordinary people is mostly this: Someday there may be genetic tests that help identify women with the most to gain from mammograms, and men who could benefit most from PSA tests and prostate biopsies.

And perhaps farther in the future these genetic clues might lead to new treatments.

"This adds another piece to the puzzle," said Harpal Kumar, chief executive of Cancer Research U.K., the charity which funded much of the research.

One analysis suggests that among men whose family history gives them roughly a 20 percent lifetime risk for prostate cancer, such genetic markers could identify those whose real risk is 60 percent.

The markers also could make a difference for women with BRCA gene mutations, which puts them at high risk for breast cancer. Researchers may be able to separate those whose lifetime risk exceeds 80 percent from women whose risk is about 20 to 50 percent. One doctor said that might mean some women would choose to monitor for cancer rather than taking the drastic step of having healthy breasts removed.

Scientists have found risk markers for the three diseases before, but the new trove doubles the known list, said one author, Douglas Easton of Cambridge University. The discoveries also reveal clues about the biological underpinnings of these cancers, which may pay off someday in better therapies, he said.

Experts not connected with the work said it was encouraging but that more research is needed to see how useful it would be for guiding patient care. One suggested that using a gene test along with PSA testing and other factors might help determine which men have enough risk of a life-threatening prostate cancer that they should get a biopsy. Many prostate cancers found early are slow-growing and won't be fatal, but there is no way to differentiate and many men have surgery they may not need.

Easton said the prospects for a genetic test are greater for prostate and breast cancer than ovarian cancer.

Breast cancer is the most common malignancy among women worldwide, with more than 1 million new cases a year. Prostate cancer is the second most common cancer in men after lung cancer, with about 900,000 new cases every year. Ovarian cancer accounts for about 4 percent of all cancers diagnosed in women, causing about 225,000 cases worldwide.

The new results were released in 13 reports in Nature Genetics, PLOS Genetics and other journals. They come from a collaboration involving more than 130 institutions in the United States, Europe, and elsewhere. The research was mainly paid for by Cancer Research U.K., the European Union and the U.S. National Institutes of Health.

Scientists used scans of DNA from more than 200,000 people to seek the markers, tiny variations in the 3 billion "letters" of the DNA code that are associated with disease risk.

The scientists found 49 new risk markers for breast cancer plus a couple of others that modify breast cancer risk from rare mutated genes, 26 for prostate cancer and eight for ovarian cancer. Individually, each marker has only a slight impact on risk estimation, too small to be useful on its own, Easton said. They would be combined and added to previously known markers to help reveal a person's risk, he said.

A genetic test could be useful in identifying people who should get mammography or PSA testing, said Hilary Burton, director of the PHG Foundation, a genomics think-tank in Cambridge, England. A mathematical analysis done by her group found that under certain assumptions, a gene test using all known markers could reduce the number of mammograms and PSA tests by around 20 percent, with only a small cost in cancer cases missed.

Among the new findings:

For breast cancer, researchers calculated that by using all known markers, including the new ones, they could identify 5 percent of the female population with twice the average risk of disease, and 1 percent with a three-fold risk. The average lifetime risk of getting breast cancer is about 12 percent in developed countries. It's lower in the developing world where other diseases are a bigger problem.

For prostate cancer, using all the known markers could identify 1 percent of men with nearly five times the average risk, the researchers computed. In developed countries, a man's average lifetime risk for the disease is about 14 to 16 percent, lower in developing nations.

Markers can also make a difference in estimates of breast cancer risk for women with the BRCA1 or BRCA2 gene mutations. Such women are rare, but their lifetime risk can run as high as 85 percent. Researchers said that with the new biomarkers, it might be possible to identify the small group of these women with a risk of 28 percent or less.

For patients like Vicki Gilbert of England, who carries a variation of the BRCA1 gene, having such details about her cancer risk would have made decision-making easier.

Gilbert, 50, found out about her genetic risk after being diagnosed with the disease in 2009. Though doctors said the gene wouldn't change the kind of chemotherapy she got, they suggested removing her ovaries to avoid ovarian cancer, which is also made more likely by a mutated BRCA1.

"They didn't want to express a definite opinion on whether I should have my ovaries removed so I had to weigh up my options for myself," said Gilbert, a veterinary receptionist in Wiltshire. "...I decided to have my ovaries removed because that takes away the fear it could happen. It certainly would have been nice to have more information to know that was the right choice."

Gilbert said knowing more about the genetic risks of cancer should be reassuring for most patients. "There are so many decisions made for you when you go through cancer treatment that being able to decide something yourself is very important," she said.

Dr. Charis Eng, chair of the Genomic Medicine Institute at the Cleveland Clinic, who didn't participate in the new work, called the breast cancer research exciting but not ready for routine use.

Most women who carry a BRCA gene choose intensive surveillance with both mammograms and MRI and some choose to have their breasts removed to prevent the disease, she said. Even the lower risk described by the new research is worrisomely high, and might not persuade a woman to avoid such precautions completely, Eng said.

The Finnish phone maker said in a statement announcing the decision by the Amsterdam District Court that the microphone components were invented by Nokia and manufactured exclusively for Nokia phones.

"HTC has no license or authorization from Nokia to use these microphones or the Nokia technologies from which they have been developed," Nokia said.

It said the injunction was effective until March 2014 and would prevent ST Micro from selling the components to Taiwan's HTC globally.

Such a decision could create further headaches for HTC, which has already struggled with component shortages for its flagship HTC One smartphone.

HTC said it was disappointed with the decision.

"We are considering whether it will have any impact on our business and we will explore alternative solutions immediately" HTC said in an emailed statement.

Nokia, which makes the Lumia line of smartphones based on Microsoft Corp software, and HTC, which uses Google Inc software, have both been scrambling to regain ground lost to bigger rivals Samsung Electronics Co Ltd and Apple Inc in the global smartphone market.

Nokia said the technology in question is "high amplitude audio capture" and enables high-quality recording of music from mobile phones. Nokia said it took apart the HTC One to confirm the microphone, which HTC called "dual membrane HDR", was the same as its own.

In addition to the latest case, Nokia has filed about 40 patent infringement cases against HTC.

Nokia's U.S. shares were up 10 cents or almost 3 percent at $3.17 on the New York Stock Exchange in late afternoon trading.

CHICAGO (Reuters) - Heavy rains and flooding brought havoc to the Chicago area on Thursday, shutting major expressways, delaying commuter trains for hours, cancelling flights, flooding basements and closing dozens of suburban schools.

The National Weather Service has issued flash flood warnings for the entire Chicago area. Between three and nearly 7 inches of rain fell throughout the Chicago area in the last 24 hours and more was expected later in the day, according to the weather service.

Flooding shut down parts of the Kennedy, Edens and Eisenhower Expressways on Thursday morning, according to Illinois State Police.

O'Hare International Airport reported 500 flight cancellations and delays of more than 90 minutes for incoming and outgoing flights. Midway International Airport reported more than 30 cancellations and 30-minute delays.

Illinois Gov. Pat Quinn declared a state of emergency for the state and urged residents in flooded areas to stay off the roads.

"There are all kinds of things going on, lots of flooded basements, flooded streets and viaducts," said Chicago Fire Department Chief Kevin MacGregor.

Brookfield Zoo, just west of Chicago, closed for only the third time in its 79-year history due to the weather.

ComEd, a division of Exelon, reported 21,000 Chicago-area customers without power, according to spokeswoman Krissy Posey.

The stormy weather was also affecting other parts of the country, including West, Texas, where emergency workers were responding to a fiery, fatal explosion at a fertilizer plant. AccuWeather reported that heavy rain was sweeping into the area, with wind gusts of up to 45 miles per hour.

A moderate risk of severe thunderstorms was predicted into the evening on Thursday for parts of Mississippi, Arkansas, Tennessee, Kentucky, Illinois and Indiana, according to the NWS Storm Prediction Center.

A spokesman for Metra, the Chicago commuter rail service, said three Union Pacific Lines suffered severe delays due to a loss of power at a "complex set of switches" outside a major downtown train station after a lightning strike.

Power has been restored, but trains were getting through at "much slower rates than normal," spokesman Tom Miller said. "We're playing catch-up."

Passengers on their morning commute waited for up to two hours on trains backed up outside Ogilvie Transportation Center in the pouring rain, many of them within sight of their downtown offices.

On the city's South Side, a sinkhole opened up on a residential street, swallowing three cars, according to Officer Mike Sullivan of the Chicago Police Department. One person was hospitalized with non-life-threatening injuries.

Officials in the Chicago western suburbs of Lombard, Schiller Park and Elmhurst and the county of Lake have declared states of emergency due to the flooding and urged residents to stay off the roads.

Gov. Quinn traveled to Elmhurst Thursday afternoon to survey the damage.

"Our experts at the Illinois Department of Natural Resources are very concerned about the next few days, that certain rivers in our state are at record levels with respect to flooding that we've never seen before," Quinn said in a news conference. High water is reported on the Fox and Des Plaines Rivers.

A multi-car accident on I-294 in Cook County resulted in the deaths of two people early Thursday morning, according to Illinois State Police. It was not immediately known if the accident, which involved a truck tractor semi-trailer and five cars, was weather-related but it had been raining heavily at the time.

National Weather Service meteorologist Amy Seeley said the amount of rain was "unusual" for the Chicago area, even for usually rainy April.

The Fox River is expected to reach 15.5 feet above flood level Thursday in the town of Montgomery, Illinois, 55 miles from Chicago, beating the record of 15.12 feet in 2008, Seeley said.

The Des Plaines River at Russell Road in Lake County, north of Chicago, is expected to reach 10.5 feet, near the record of 11.09 in 2004, Seeley said.

The weather was clearing up for Thursday afternoon -- with light rains predicted the rest of the day and on Friday, Seeley said.
