WASHINGTON (Reuters) - The Supreme Court on Monday agreed to consider whether a protester who was barred from a military base in California violated a federal law when he took part in demonstrations on a public roadway that crosses government-owned land.

The government asked the justices to overturn a lower court ruling in favor of the protester, John Apel. He successfully argued in a federal appeals court that the law, which prevents people from re-entering bases after they are barred, applies only to land over which the military has exclusive authority.

Apel, who protested against nuclear weapons, was barred from Vandenberg Air Force Base but continued to attend demonstrations outside the base entrance. The public roadway on which the protests took place is located on land owned by the government. Apel was convicted of three counts of trespassing on the base.

The appeals court in San Francisco reversed the convictions, ruling that the government did not have an exclusive right of possession of the area where the alleged trespass took place.

In asking the justices to hear the case, U.S. Solicitor General Donald Verrilli wrote in court papers that the government "will be unable to fully enforce a significant federal criminal statute on many military bases" if the ruling was left to stand.

Oral arguments and a ruling are due in the court's next term, which begins in October and ends in June 2014.

The case is U.S. v. Apel, U.S. Supreme Court, No. 12-1038.

The decision comes days after the European Union lifted its arms embargo on Syria to allow weapons deliveries to the opposition, in hopes of tilting the balance of the two-year conflict in which more than 80,000 people have died.

The EU hopes that by providing access to financial services it can help the rebels fund humanitarian aid and restore basic utilities.

Aid is urgently needed in parts of Syria. The Red Cross has said some areas of the country are a landscape of "devastation and destruction".

Civilians have been cut off from water, electricity and life-saving medical supplies, particularly in rebel-held areas targeted by air strikes and ballistic missiles.

Under the new EU rules, which go into effect on Saturday, EU governments will be able to authorise banking services in Syria if the opposition has been consulted and the contacts do not contravene asset freezes imposed on Syrian companies or officials.

The U.S. government has already allowed American citizens, companies and banks to send money to the Syrian rebels, exempting them from sanctions imposed at the start of Assad's violent crackdown on anti-government protests.

The EU has also allowed European companies to buy oil from the Syrian rebels, although experts say any tangible economic benefit of such decisions may be far off because importers will likely be reluctant to wade into a war zone.

(Reuters) - The New York Rangers have fired head coach John Tortorella after another disappointing early exit from the playoffs, the National Hockey League (NHL) team said on Wednesday.

The decision to release Tortorella, an outspoken coach who has been fined several times by the NHL for his often brusque style with the media, comes four days after the Rangers were eliminated in the Eastern Conference semi-finals.

It marked a disappointing end to a season that started with high expectations after Tortorella led the team to their second most wins all-time with 51 during the 2011-12 campaign before falling in the conference finals.

"Every coach has a shelf life," Rangers General Manager Glen Sather told reporters on a conference call. "I've told every guy that I've hired that at some point in time it's going to change.

"Our goal is to win the Stanley Cup. And we didn't achieve that goal this year and I had to make the decision and I did."

Sather made no other staff changes, saying further decisions would wait for the team's organizational meetings next month. He also said he hoped to have a new head coach in place before the NHL Draft on June 30.

Tortorella, 54, compiled a 171-115-29 record with New York since being named the 34th coach in Rangers franchise history in February 2009. He was also an assistant coach for the Rangers for the 1999-2000 campaign, where he served as head coach for the final four games of the season.

Prior to rejoining the Rangers, Tortorella coached the Tampa Bay Lightning for seven seasons and, in 2004, led them to a Stanley Cup championship and was named coach of the year.

For his career, Tortorella has compiled a 410-330-37-67 record and ranks first on the NHL's all-time wins list among U.S.-born head coaches.

During his tenure with the Rangers, the team missed the playoffs once, suffered two opening-round exits and lost in the conference semi-finals and finals once each.

"It wasn't one thing," said Sather, who told also reporters that Tortorella was shocked when told he was fired.

"After the analytical work that we do every year at the end of the season, trying to decide how we are going to improve the team and how we are going to move forward, this is the decision that I made."

ISLAMABAD (Reuters) - Pakistan's Supreme Court sacked the head of the state-run anti-corruption agency on Tuesday because of his faulty selection, officials said, a move likely to slow down an already shoddy accountability process.

The leader of the opposition filed a petition against Fasih Bokhari's appointment as chairman of the National Accountability Bureau (NAB) in October 2011, saying he had not been consulted as required by law.

The Supreme Court ruled that Bokhari's selection was in violation of the constitution.

"The chairman is not happy with the Supreme Court's decision, but he has accepted it and is going home," a NAB official said, requesting anonymity.

The sacking may slow down the accountability process, given that a new government that emerged from a May 11 election will have to be sworn in and fresh consultations held between the government and the opposition before a new NAB chairman can be appointed.

"As per the law, NAB cannot take decisions on any pending cases unless the chairman signs off on them," said Ahmed Safdar, a bureau spokesperson.

"For all practical purposes then, we can't move forward on any cases until we have a new head, which will take some time."

The agency is investigating several high-profile cases, including charges against former Prime Minister Raja Pervez Ashraf on suspicion of receiving kickbacks in power projects and three accusations of graft against Prime Minister-elect Nawaz Sharif.

Both men deny any wrongdoing.

Spanish doctor Eufemiano Fuentes, the central figure in the trial that followed a probe into a doping ring in cycling, was given a one-year prison term last month for endangering public health.

The judge ordered the destruction of evidence including bags of blood possibly belonging to athletes from sports other than cycling.

The decision disappointed sports and anti-doping bodies, denting hopes that the case would unmask other athletes involved in illegal doping, and prompted widespread condemnation.

"The UCI can confirm that it will appeal the decision...not to release to the UCI and other anti-doping organizations the more than 200 bags of blood and other evidence gathered in police raids in 2006, which were presented in the trial of Spanish doctor Eufemiano Fuentes," the UCI said in a statement.

The Spanish Anti-Doping organisation (AEA) has already decided to appeal against the decision, while the World Anti-Doping Agency (WADA) has until May 17 to make a decision.

Fuentes, who protested his innocence, said in his opening testimony that he had clients in sports including soccer, tennis, athletics and boxing.
